The Secretary, working with the city of Salem, Oregon, may help design, plan, and build the Willow Lake Natural Treatment System Project to reclaim and reuse wastewater inside and outside Salem’s service area. The federal government may pay no more than 25 percent of the project’s total cost. The Secretary must not provide money for the project’s operation or maintenance.
