The Secretary can work with local Hawaii agencies to help design, plan, and build three water projects: a desalination and seawater distribution system in Kalaeloa to provide drinking water inside the Board of Water Supply’s service area in Honolulu; recycled-water treatment and distribution facilities in Kealakehe for environmental uses in Hawaii County; and facilities and land in Lahaina to distribute recycled water from the Lahaina Wastewater Reclamation Facility for non-drinking uses in Maui County. The federal share of each project cannot be more than 25 percent of the total cost. Federal funds from the Secretary cannot pay to operate or maintain the projects. Congress may authorize whatever money is needed to carry out these projects.
