The Secretary must encourage non‑federal irrigation users receiving water from federal reclamation projects to adopt sensible, cost‑effective conservation. Districts with repayment or water‑service contracts under federal reclamation law or the Water Supply Act of 1958 must prepare plans with clear goals, measures, and schedules. The Secretary must make agreements with other federal agencies and involve states, tribes, and water‑user groups to coordinate conservation.
