All money from selling public lands in Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Utah, Washington, and Wyoming, starting with the fiscal year ending June 30, 1901, plus any extra fees and commissions beyond officers’ allowances, except the 5 percent set aside by law for schools and other purposes, must be kept in the Treasury as a special "reclamation fund." That fund must pay for surveys, building, and upkeep of irrigation projects to store, divert, and develop water to reclaim dry lands in those states and territories, and to cover other costs allowed by the Act. The act approved June 17, 1902, is extended to include Texas, American Samoa, Guam, the Northern Mariana Islands, and the Virgin Islands.
