When the Secretary of the Interior decides an irrigation project can be built, the Secretary can award construction contracts for parts of the project if funds are available. The Secretary must publicly announce which lands can be irrigated, the maximum acres allowed per entry (based on what the Secretary thinks a family needs), the per‑acre charges, how many yearly payments are allowed, and when payments begin. For construction work, eight hours count as one day’s work.
