The Secretary must carry out a full, detailed survey for any reclamation project that existed before December 5, 1924 when people on the land cannot pay construction costs because of poor soil, not enough water, or other physical problems, or when project costs were mistakenly charged to less land than the project actually covers. The Secretary must send Congress the survey findings and recommendations. The survey cost must come from the project’s appropriation but cannot be added to the construction or the operation-and-maintenance charges that water users must pay.
