After August 13, 1914, a construction charge that was announced publicly can only be raised if the Secretary of the Interior and a majority of the affected water-right applicants and entrymen agree. If they agree, the higher charge applies to everyone in the affected area. The extra cost is added to the construction charge and spread over the remaining unpaid installments, or paid as extra yearly installments, each at least as large as the biggest prior installment. Those yearly payments are due on December 1 of each year after the year the original final installment is due. All increases follow the same rules, penalties, and legal actions in sections 478, 480, and 481.
