Authority to change existing repayment contracts for construction charges continues through December 31, 1960. The Secretary can delay part of any construction-charge payments under repayment agreements when needed to make the payments ones water users can probably afford. Delays are allowed only after the Secretary finds that paying on the due date would likely cause an undue burden, based on relevant factors. The Secretary can require conditions about how the project is run. If a delay affects payments due more than 12 months later, it must be done by a formal supplemental contract that says it is a temporary fix. Any later amendment must be approved by Congress unless it does not lengthen the repayment period beyond legal limits, does not reduce the total amount payable, and is not otherwise worse for the Government. The Secretary must report all such deferments to Congress.
