When an irrigation district, city, or water users’ group takes over running and caring for waterworks under a U.S. contract under the Federal Reclamation laws (Act of June 17, 1902, 32 Stat. 388, and later related laws), the Secretary of the Interior can give them ownership of movable equipment. This covers items they already paid for, or federal-purchased items needed for operation whose cost will be repaid, and the Secretary may use project funds to buy such equipment to transfer at the time of takeover.
