Money for approved irrigation projects can also pay for drainage work and other small construction. The Secretary of the Interior may do that by hiring contractors, using government crews, or by hiring the local repayment organization, under reasonable terms to protect the United States. If a single repayment organization’s contract would cost more than $200,000, the Secretary must wait sixty calendar days after sending the contract to the Speaker of the House and the President of the Senate for committee referral (not counting days when either chamber is not in session because of an adjournment of more than three days to a day certain), unless both committees approve in writing sooner.
