Money can be provided starting in fiscal year 1979 and later years as needed to carry out this law. In addition, the law allows extra sums on these dates and amounts: up to $650,000,000 effective October 1, 1983 (October 1, 1983 price levels); up to $95,000,000 effective October 1, 2000 (October 1, 2000 price levels); up to $32,000,000 effective October 1, 2001 (October 1, 2001 price levels); up to $540,000,000 effective October 1, 2003 (October 1, 2003 price levels); and up to $1,100,000,000 effective October 1, 2015 (measured in October 1, 2003 price levels). These amounts can be increased or decreased for normal changes in construction costs shown by engineering cost indexes. Money remains available until spent if the appropriation law allows it. No more than $20,000,000 (October 1, 2003 price levels), adjusted for cost changes, may be committed to actual construction to modify an existing dam until 30 calendar days after the Secretary of the Interior sends a report to the House Natural Resources Committee and the Senate Energy and Natural Resources Committee. That report must say the Secretary found the dam needs changes for safety and must include a technical report on why changes are needed, the fix recommended, other options considered, estimated costs, and any environmental effects. For modification projects costing between $1,800,000 and $20,000,000 (October 1, 2015 price levels), the Secretary must give written notice to those two committees at least 30 days before spending the funds, with a project summary, cost, and alternatives considered.
