The Secretary of the Interior can make a contract with a legally formed irrigation district so the district will pay money owed to the United States for building, operating, and maintaining irrigation works. If a contract is made, the Secretary may skip separate water-right applications by landowners. He can set payment dates to fit the district’s and State’s tax rules and can add penalties or interest for late payments, even if that conflicts with certain other federal sections (471, 472, 475, 478–481, 492, 493, 494–497, and 499). He may accept partial payments without giving up the right to collect the rest. No contract is binding on the United States until a court confirms the district’s authorization, or while an appeal is pending.
