The Secretary of the Interior may make contracts to sell water from a reclamation project for uses other than irrigation, but only if the local water-users' association agrees and there is no other practical water source. The Secretary must not supply water if it would harm the project's irrigation service or existing water rights, and payments must go into the reclamation fund and be credited to the supplying project.
