The Secretary of the Interior may make agreements with irrigation districts, water-users’ associations, companies, settlers, or other water users to build or use reservoirs, canals, or ditches that both the government and those groups can use to store and move water for irrigation. Ownership and management of those works must follow section 498. No single landowner may receive water from such projects to irrigate more than 160 acres. Nothing in sections 523 to 525 expands the United States’ existing authority to control a State’s stream waters.
