People who made homestead claims under the Reclamation Act of June 17, 1902, including ceded Indian lands, may submit proof that they lived on, reclaimed, and farmed the land. If the proof is accepted, they and buyers of water-right certificates get a land title or a final water-right certificate, but none will be issued until all sums due the United States at the time of submission are paid.
