If a person entered desert land that later fell inside a Reclamation Act project (June 17, 1902) and bought a water-right certificate from that project, they can apply for full ownership once they meet the laws for those lands and show they have reclaimed and farmed the land as homestead entrymen must. If the proof is accepted, they get a land patent (official title) and a final water-right certificate under the same rules that apply to homestead entrymen under the Act approved August 9, 1912 (43 U.S.C. 541 et seq.).
