Under the Reclamation Act, the Secretary of the Interior must set aside whatever water rights he thinks are needed for the towns created under sections 561, 562, and 566. He may make contracts with local town or city officials near irrigation projects that use the same water source to deliver the water to a convenient place. The towns must pay charges into the reclamation fund, and those charges cannot be lower or on better terms than the fees the Secretary sets for the irrigation project that provides the water.
