When the Salt River project in Arizona needs or can make power, the Secretary of the Interior may sell any extra power under contracts up to 50 years, giving cities first choice. Money from those sales must go into the project’s account under the contract with the Salt River Valley Water Users’ Association approved September 6, 1917. Sales must not reduce the project’s efficiency, need approval from the repaying water‑users’ association or irrigation district, and the contract may allow price changes at the end of 5-, 10-, or 20-year periods.
