The United States and anyone it lets build, run, or use the dam, reservoir, canals, or the water from them must follow the Colorado River compact when they build, manage, operate, store, divert, deliver, or use the water for power, irrigation, or other uses. All permits, licenses, and contracts must say this. They must also follow any agreement among Arizona, California, and Nevada (or any two of those states) that divides the benefits, including power, as long as that agreement matches the Colorado River compact and Congress approved it on or before January 1, 1929, or approves it later. Any later-approved agreement must respect contracts the Secretary of the Interior made under section 617d before Congress approved the agreement.
