The United States has the first right to be paid from any contract made under this part, ahead of all other claimants whether they are secured or not, unless Title 11 (bankruptcy law) says otherwise.

Except as provided in title 11, claims of the United States arising out of any contract authorized by this subchapter shall have priority over all others, secured or unsecured.
