Congress allows Arizona, California, Colorado, Nevada, New Mexico, Utah, and Wyoming to negotiate and sign extra agreements that follow the Colorado River compact and this law. These agreements can cover a full plan to store, divert, and use Colorado River water and may include building dams, diversion works, power facilities, financing, and creating interstate bodies or corporations. A U.S. representative appointed by the President must take part in the talks and report to Congress. Any agreement only becomes binding after every listed State legislature and Congress approve it.
