If, in any year, the money left after paying operating costs and setting aside funds for replacements is not enough because of a natural disaster, enemy action, a major catastrophe, or another unavoidable, unexpected cause, the Secretary must cut the payments to Arizona and Nevada and the transfers to the Colorado River Development Fund. The cuts must be made fairly by reducing each payment and transfer by the same percentage needed.
