The Secretary can negotiate and sign a deal to end the current Hoover Power Plant lease. If the lease ends, the United States may operate, maintain, and replace parts of the plant itself or hire agents to do it. The contract will set the agents’ powers and duties and can allow disputes to be settled by arbitration or by a court. The Secretary may agree to make the current lessees the U.S. agents, to make the agency contract non‑terminable except by agreement or specified defaults, and to allow suits against the Secretary. Such suits go to the U.S. District Court for the District of Columbia, and the Secretary can represent the United States in arbitration.
