Title 43 › Chapter 14— GRANTS OF DESERT LANDS TO STATES FOR RECLAMATION › § 642
States may create legal claims on arid lands granted them; no other authority may. Each claim attaches to each parcel and covers the actual cost and necessary expenses of reclamation plus reasonable interest from date of reclamation until the land is given to actual settlers. If an ample supply of water is actually furnished by a substantial ditch, canal, artesian wells, or reservoirs, titles go to the State regardless of settlement or cultivation, and the United States is not liable.
