Apply the rules in sections 851 and 852 to Utah so the State can pick replacement lands for schools. Utah’s school land grant, including sections 2 and 32 in each township and any indemnity, must be handled under those rules even if the Act admitting Utah on July 16, 1894 says otherwise. Mentions of sections 16 and 36 are read to include sections 2 and 32, and any reference to “two sections” is read as “four sections.”
