Title 43 › Chapter 20— RESERVATIONS AND GRANTS TO STATES FOR PUBLIC PURPOSES › § 859
When Congress gives land to a State or Territory but does not transfer full ownership or require a deed, lists certified by the Secretary of the Interior (or an official he names), signed and sealed as official records, will count as giving full ownership of the lands that match what the law intended. If any listed land does not match the law’s description, that part is void and transfers no rights.
