Allows people who, with a railroad's permission, settled and made lasting improvements on odd-numbered sections of railroad-withdrawn land, expecting to buy it, but then had the land returned to the public and could not get it under homestead laws. They may buy up to 160 acres in legal subdivisions within three months at $2.50 per acre under rules set by the Secretary of the Interior and receive official title.
