Title 44 › Chapter 13— PARTICULAR REPORTS AND DOCUMENTS › § 1333
Make the Librarian of Congress create collections of excerpts, bibliographic references, and other materials about two debate topics chosen each year: the high school topic named by the National University Extension Association and the college topic named by the American Speech Association. High school collections are printed as Senate documents and college collections as House of Representatives documents. The cost is paid from Congress’s printing and binding allotment. The Joint Committee on Printing can order extra copies and decide how to distribute them.
