Title 44 › Chapter 15— FEDERAL REGISTER AND CODE OF FEDERAL REGULATIONS › § 1508
Publish a notice of a hearing or a chance to be heard in the Federal Register and it counts as given to everyone living in the 50 states and the District of Columbia, unless the law says publication is not enough. The notice must appear in the Register at least as long before the hearing as the law requires, or at least fifteen days if the law does not set a time; a shorter period can be effective if it is reasonable.
