Title 44 › Chapter 17— DISTRIBUTION AND SALE OF PUBLIC DOCUMENTS › § 1714
The Director of the Government Publishing Office must print and send three copies of certain official publications to the National Archives for the Archivist to use, including copies for the Presidential Library set up for the President in office when the items were issued. The required items include bound House and Senate documents and reports, their journals, the U.S. Code and supplements, the Statutes at Large, the U.S. Reports, other numbered congressional or committee-ordered documents, and public bills and resolutions at each parliamentary stage, but not confidential papers, blank forms, or non-public circular letters. The cost is billed to Congress. The Superintendent of Documents must provide any items that are marked for free distribution at no charge.
