Title 44 › Chapter 19— DEPOSITORY LIBRARY PROGRAM › § 1912
Each State and the Commonwealth of Puerto Rico may have up to two regional depository libraries. A Senator or Puerto Rico’s Resident Commissioner can name a library with the state/commonwealth library head’s approval and must send that agreement to the Superintendent of Documents. Regional depositories must get all new and revised government publications, keep at least one copy (print or microform) except items the Superintendent allows to be discarded, and help other depository libraries with loans, reference, and disposal. They may let local depository libraries discard publications after five years, but only after first offering them to other depository libraries in the area and then to other libraries.
