The Secretary must run a federal center for computer security incidents. It must give quick technical help to agency tech staff, collect and study incident data, warn about threats and weaknesses, and share information to help agencies check risks. It must work with NIST and offices that handle national-security systems, including the NSA. Agencies that run national-security systems must share incident, threat, and vulnerability information with the center under the applicable rules.
