Says that nothing in this part or the other related laws can be read to change the power of the President, the Office of Management and Budget (or its Director), the National Institute of Standards and Technology, or any agency head to control how information is used or shared. That protection covers personal privacy rules, public disclosure rules, how records are managed and disposed of, the management of information systems, and sharing information with Congress or the Comptroller General.
