Allows the Census Bureau, the Bureau of Economic Analysis, and the Bureau of Labor Statistics to share business data with each other only for statistical work. The goal is to cut paperwork for businesses, improve accuracy and consistency of economic statistics, and make big measures like national income more reliable. Each agency head must look for ways to stop asking for the same information twice, do joint projects to save money and improve quality, and protect confidential data. Any data sharing must be written down and must say what records will be shared, why they will be used, who can see them, and what security steps will be used. Agencies must train staff, stress the need for confidentiality, use physical and electronic safeguards, keep records of who accessed data and why, and be able to prove they followed these rules. Only authorized people may view identifiable reports. Shared data can only be used for statistics and published only so no single respondent can be identified. Sharing does not change other legal duties about giving or withholding information. If the data were required by law and respondents were not told about sharing, the agency giving the data must publish a notice and allow at least 60 days for public comment.
