Title 44 › Chapter 36— MANAGEMENT AND PROMOTION OF ELECTRONIC GOVERNMENT SERVICES › § 3605
The Administrator must run a governmentwide program to get contractors to create new and better electronic government services and processes. Working with the Council and the Administrator for Federal Procurement Policy, the Administrator will put out requests for unique and innovative ideas. The Administrator must also form a technical review team made of employees from the Council agencies who have scientific or technical expertise. That team will check each proposal’s feasibility, technical quality, and likely cost, and then send the proposal and its assessment to the Administrator. The team cannot review proposals tied to a current procurement or a specific agency requirement. The Administrator may recommend funding from the E-Government Fund under section 3604 or send a promising proposal to the agency whose mission fits it best.
