§3605 Program to Encourage Innovative Solutions to Enhance Electronic Government Services and Processes

Summary

Create and run a governmentwide program that asks contractors for new ideas to build and improve electronic government services and processes. The Administrator must promote the program and, with the Council and the Administrator for Federal Procurement Policy, put out announcements asking for unique, innovative solutions. The Administrator must form a multiagency technical team of agency staff with scientific and technical expertise to screen proposals. The team must check feasibility, technical merit, and estimated cost, and send each proposal and its assessment to the Administrator. The team cannot review proposals tied to an active procurement. After that, the Administrator must consider recommending funding from the E-Government Fund (section 3604) or send the proposal and assessment to the agency whose mission best fits.
