Sealed bids for paper and envelopes are opened in front of the Joint Committee on Printing, which awards the contract to the lowest bidder who is best for the government. Bids must include a $5,000 bond or certified check to guarantee the winner will sign the contract, and unknown bidders must show they are a manufacturer or dealer.
