Title 44 › Chapter 5— PRODUCTION AND PROCUREMENT OF PRINTING AND BINDING › § 515
If a contractor fails to follow a contract, the Director of the Government Publishing Office must report the default to the Joint Committee on Printing. The Committee can then direct the Director to hire the lowest, best, and most responsible bidder from the proposals rejected at the last bid opening, or to advertise for new bids under the rules in sections 509–517. While this is happening, and with the Committee’s direction, the Director may buy needed paper on the open market at the lowest market price.
