Put congressionally required reports on the reports online portal when they are sent to the House or Senate on or after December 23, 2022, or when the House Clerk or Senate Secretary lists them as received on or after that date. The Director must try to put reports required by laws passed before December 23, 2022, on the portal when possible. If a law says a report goes to a committee or subcommittee, the portal rule applies to reports required by laws passed on or after December 23, 2022. For older laws, the Director should publish those reports when practical unless the committee or subcommittee chair sends a written request to keep a report off the portal; the Director must post that written request on the portal. Congressional leadership must be allowed access to any congressionally required report.
