Title 45 › Chapter 19— ROCK ISLAND RAILROAD EMPLOYEE ASSISTANCE › § 1001
Congress finds that keeping trains running on Rock Island lines requires protecting workers who are not hired by other railroads. For those workers, there is no practical way to get money to pay the protection costs the Rock Island Railroad would otherwise cover. Stopping needed Rock Island operations would seriously hurt the economies of the states where it mainly runs. Ending service too soon on lines under a pending purchase would harm shippers and could threaten important commuter service.
