Carriers and employee representatives must give at least 30 days’ written notice before changing rates of pay, rules, or working conditions. They must agree on a time and place for talks within 10 days and hold that meeting during the 30-day notice. If notice, talks, or Mediation Board involvement happen, the carrier cannot make changes until the Board finally acts under section 155, unless 10 days pass after talks end with no request or offer of the Board’s help.
