The Corporation must use its own employees, including those on furlough, to run and to maintain, repair, rehabilitate, or modernize the rail lines, property, equipment, and facilities it acquired. If it does not have enough staff and cannot hire more, it may hire outside contractors for the work its employees cannot do, unless a union contract requires the employees’ representatives to agree. "Unable to hire additional employees" means the Corporation must set up apprenticeship, training, or recruitment programs to try to get enough skilled workers.
