The United States will only have to pay under those agreements or for a termination allowance up to the money Congress actually provides for them. The Corporation, Amtrak Commuter, and commuter authorities do not have to pay under those agreements or for a termination allowance. Also, even if other laws say otherwise, until April 1, 1984, the Corporation is not responsible for employee-protection costs when an asset is sold; the buyer must take on the employee-protection duties the Commission requires for workers harmed by the sale.
