Someone is considered to have engaged in qualified service if, between August 16, 1945, and December 31, 1946, they served as a crewmember in the U.S. merchant marine (including Army and Naval transport services) on a ship run by the War Shipping Administration or the Office of Defense Transportation that sailed outside inland U.S. waters and the Great Lakes and was owned by or under contract to the U.S. government while serving the Armed Forces. They also must have been licensed or officially documented to serve by an authorized U.S. officer.
