§15108 National Towing Safety Advisory Committee

Summary

Creates a National Towing Safety Advisory Committee to advise the Secretary on shallow-draft inland navigation, coastal waterway navigation, and towing safety. The Committee has 18 members who are appointed by the Secretary under this law and section 15109, and each member must have relevant knowledge and experience. The members include 7 people from the barge and towing industry (balanced by region); 1 from offshore mineral and oil supply vessels; 1 licensed master or pilot with experience on the Western Rivers and the Gulf Intracoastal Waterway; 1 licensed master of offshore towing vessels; 1 master of ship-docking or harbor towing vessels; 1 towing-vessel engineer (licensed or unlicensed) with training and experience; 2 from port districts, authorities, or terminal operators; 2 shippers (one who ships oil or hazardous materials by barge); and 2 members of the general public.
