Defines which small passenger boats count as "covered." A covered small passenger vessel is a small passenger boat (as defined elsewhere) that is not a wing‑in‑ground craft and that carries 49 or fewer passengers on an overnight domestic trip and 150 or fewer on any trip that is not overnight. It also includes wooden boats built before March 11, 1996, if they carry at least one passenger for hire. Says "owner" also means a charterer who provides the crew, supplies, and runs the boat at their own cost or by arranging it themselves.
