You can bring a maritime lawsuit against the United States or a federally owned corporation when the same lawsuit could be brought against a private ship owner, cargo owner, or private person. If the United States or such a corporation brings a maritime suit, others may file maritime claims or counterclaims against it. These cases must be decided by a judge only, not a jury.
