The Federal Maritime Commission may require a common carrier, a marine terminal operator, or their officers, agents, trustees, lessees, or employees to file regular or special reports, accounts, records, rates or charges, or notes about business transactions. Those filings must be sworn if the Commission asks and must be filed in the form and by the deadlines the Commission sets. The Commission must keep requests no bigger than needed and give a reasonable time to respond based on what the filer can do and the request’s size. Minutes of any meetings filed with the Commission cannot be shared with outside parties or made public.
