You can file a sworn complaint with the Federal Maritime Commission if someone breaks the rules in this part, except for claims under section 41307(b)(1). If you file within 3 years after the claim starts, you can seek money to fix harm caused by the violation. The Commission must give the complaint to the person named. That person must either fix the complaint or send a written answer in the time the Commission sets. If the complaint is not fixed, the Commission will investigate and issue an order.
