Under section 50101, the Federal Maritime Commission must ask any U.S. department, agency, or instrumentality to suspend, change, cancel, or make rules about foreign shipping, except rules on the Public Health Service, the Consular Service, or vessel inspection. Agencies must send such proposed rules to the Commission before issuing them. If they disagree, either side may send the matter to the President, who decides.
