Creates a National Shipper Advisory Committee that must give advice to the Federal Maritime Commission about making the international ocean shipping system more competitive, reliable, honest, and fair. The Committee must have 24 members picked by the Commission. Each member must have knowledge and experience with shipping issues. Twelve members must represent groups that import goods to the United States by ocean carriers, and twelve must represent groups that export goods from the United States by ocean carriers.
